How do Allow and Block rules work when blocking specific countries?

Allow and Block rules help you control who can access your storefront based on a visitor's country.

When multiple country rules match the same visitor, HUE Fraud Filter uses rule priority to determine the final outcome.

Understanding Country Rule Actions

When creating a country rule, you can choose one of the following actions:

  1. Block Them

Visitors from the selected countries will be prevented from accessing your storefront.
Blocked visitors will see your configured blocked page.
Common uses:

  • Countries you do not ship to
  • High-risk traffic regions
  • Preventing unwanted visitors
  1. Always Allow Them

Visitors from the selected countries will always be allowed to access your storefront.
Allow rules override matching block rules.
Common uses:

  • Wholesale customers
  • Internal team access
  • Trusted regions
  1. Send Them Somewhere Else

Visitors from selected countries can be redirected to another URL, regional store, or informational page.
You can also choose to keep visitors on the same page path after redirection.
Common uses:

  • Regional storefronts
  • Country-specific websites
  • Shipping information pages
  1. Just Watch for Now

Visitors are not blocked or redirected.
The rule simply records matches in Activity so you can see what would happen before enabling enforcement.
Common uses:

  • Testing new rules
  • Reviewing visitor traffic
  • Monitoring potential restrictions

How Rule Priority Works

If a visitor matches multiple country rules, HUE Fraud Filter applies the highest-priority outcome.

Example

Rule 1: Block Germany and Ireland
Rule 2: Always Allow Ireland
Result:

  • Visitors from Germany are blocked.
  • Visitors from Ireland are allowed.

This is because Allow rules take priority over Block rules.

Create a Country Rule

  1. Open HUE Fraud Filter.
  2. Go to Fraud Protection → Countries.
  3. Click Add Country Rule.
  4. Select one or more countries.
  5. Choose an action:
    • Block Them
    • Always Allow Them
    • Send Them Somewhere Else
    • Just Watch for Now
  6. Enter a rule name.
  7. Optionally add a note for your team.
  8. Click Save.

Best Practices

  • Use Watch Only before enforcing a new rule.
  • Keep Allow Rules as specific as possible.
  • Regularly review Activity logs to confirm rules are behaving as expected.
  • Use redirection when visitors should be sent to another regional store rather than blocked.
